Developers dominate the planning system. They have far better resources than local communities, and so usually get their way. But developers should never forget that they have responsibilities – and the local authorities must also realise this and be prepared to hold them to account on behalf of the community.

And if developers and councils forget their responsibilities to society, then it is up to communities to remind them.

The Ethical Property Foundation is in the process of producing a guide that will help community groups throughout the country identify what they should expect from the planning system and how to go about getting it.

The guide will show:

  • When it is appropriate to expect planning obligations to be imposed (and when it is not)
  • How to go about ensuring obligations are considered
  • The level and nature of the provision that a developer can be expected to make
